San Marino is a structural zero in the RTI framework. The world's oldest republic (61 km²) is a landlocked enclave entirely within Italy and possesses no surface water storage infrastructure of any kind. Drinking water is supplied exclusively through the Italian national grid via agreements with the AASS utility. The zero score reflects physical reality, not a governance failure: there is nothing to publish because there is nothing to measure. This country should be excluded from comparative RTI rankings and noted as a 'no reservoir territory' alongside Vatican City and Monaco. Scores are recorded as zero for schema completeness only.
