Liechtenstein's near-zero RTI score is a structural result rather than an institutional failure: the principality simply has no large surface storage reservoirs. At 160 km², Liechtenstein's water resources are dominated by the Rhine River which forms its western border — a waterway monitored and reported by an exceptionally mature international data infrastructure (ICPR, BfG, CHR, Swiss FOEN). LKW, the state utility, operates run-of-river Rhine facilities and some small alpine infrastructure, but none constitute storage reservoirs in the RTI sense. The practical consequence is that Liechtenstein's contribution to reservoir transparency is zero — not because the principality suppresses data, but because it has nothing to contribute in this domain. Liechtenstein is a well-governed, prosperous state that participates actively in regional environmental frameworks; if it had storage reservoirs, one would expect data publication standards consistent with its Swiss and Austrian neighbours. The score should not be interpreted as a governance failure.
